Who qualifies
- Lives close to the proposed node area
- Can stay present during real usage windows
- Can handle users, payments, and discipline without improvisation
- Can follow structure without changing plans or promises

- Anyone seeking backend, pricing, or technical control
- Inconsistent availability
- Poor accountability around money or support
- People looking for casual side access instead of role discipline
What operators do
- Guide users on plans and portal use
- Handle first-line local issues
- Maintain location discipline and basic reporting
- Escalate technical or policy issues
Important boundaries
- Operators do not control pricing
- Operators do not change backend logic
- Operators do not issue unapproved promises
- Host and operator can be the same person, but the role still remains controlled
